Consultation has now closed on Selwyn District Council’s Long-Term Plan (LTP) Consultation Document, Fast Forward ’28 – thank you to those who provided us with valuable feedback.

We received several hundred formal submissions and online comments on Council’s proposed key projects and activities which we’re planning over the next 10 years. All feedback on our proposals will be considered by the Council as part of its decision-making on the LTP.

Copies of the formal submissions can be viewed on the Council website from Friday 18 May.

What’s next?

Public hearings of submissions on the plan will be held on 23-24 May, and the Council will hold its deliberations on 30-31 May. The Council expects to formally adopt the Plan in late June.

What’s proposed?
A new multi-use indoor courts complex and sports hub at Foster Park, Rolleston

  • Indoor courts facility $17m

  • Sports hub building $4m

Foster Park is developing into a major sports and recreation hub for Selwyn residents. When fully developed it will provide more than 20 junior and senior sports fields, modern LED floodlighting, a hockey turf, children’s playground, extensive pathways and attractive landscaping.

Last year we consulted on future developments, including indoor sports courts. Recent analysis and consultation with user groups indicates the need for indoor courts is becoming a priority, as the district’s population grows and sports clubs see their membership expanding rapidly.

The Council is proposing to develop a multi-purpose indoor courts and sports hub complex to provide quality facilities for a range of sports groups. It would include:

  • 4 indoor courts built to competition standards

  • 4 covered courts for sports such as netball, tennis, basketball and futsal, as well as for events, markets, exhibitions

  • Reception, administration and event management areas

  • A sports hub with changing rooms, toilets, storage and meeting space

Work on the proposed project would begin in 2018/19, with completion in 2020.

How will this be funded?

The estimated cost of the proposed new sports facility is $21 million. Some funding will come from development contributions ($6 million), with the majority funded by borrowing, repaid by either targeted rates or the proposed district-wide community centre and halls rate, depending on whether the Council proceeds with the district-wide rate.
