Selwyn Representation Review 2021- preliminary consultation

The preliminary consultation closed on Friday 30 July. Thank you to everyone who had their say. We received a total of 106 submissions, with one deleted as it contained no information. Of these, 79 were submitted online and 26 on printed forms.

Of the four proposed options, options 1, 2 and 4 scored within 6% of each other: option 2 (three wards, 10 councillors) was supported by 30% of respondents; option 1 (four wards, 10 councillors) was supported by 26%; and option 4 (four wards, 7 councillors) was supported by 24%.

On 25 August the Council agreed to put forward option 1 for formal consultation. This proposal retains four wards, but changea the existing ward boundaries to form Ellesmere, Malvern, Rolleston and Springs wards. The Council is also proposing to reduce the number of councillors to 10. For more detail see Council's report with recommendations on proposed changes following the preliminary consultation.

Formal consultation on the proposal will run from Friday 3 September to Monday 4 October.

The way your Council is structured is changing.

Selwyn District Council is currently undertaking a representation review, making sure residents have fair and effective representation at the next local elections. This includes checking ward boundaries, the number of wards, how many councillors represent your ward, and whether there should be community boards.

In July 2021 we sought residents’ feedback on preliminary options for changes.

What is the representation review?
Local elections are held every three years so you can decide who will represent you around the Council table. To make sure that residents have fair and effective representation, all councils must review their representation arrangements at least every six years. Selwyn last undertook a representation review in 2015, in preparation for the 2016 elections. So we need to do another review this year (2021).

How the review is undertaken is set out in the Local Electoral Act 2001. The Council must provide for effective representation of communities and their interests, and fair representation of voters. This includes ensuring each elected member represents a similar number of people.
