What’s next?
Public hearings of submissions on the plan will be held on 23-24 May, and the Council will hold its deliberations on 30-31 May. The Council expects to formally adopt the Plan in late June.
The Council is seeking community feedback on the Draft Walking and Cycling Strategy and the proposed programme of projects and improvements.
The Draft 2018 Walking and Cycling Strategy is an update to the current Strategy adopted in 2009. It aims to improve walk/cycle networks within and between townships, and also proposes increased funding for annual township footpath extensions throughout the district and for major cycleway projects.
A total of seven major new cycleways, along with other improvements, are proposed over the 10-year period. Other projects are to coordinate with Christchurch Southern Motorway Stage 2 and to provide connections with main cycleway networks.
Major cycleways include:
Doyleston to Leeston 2018/19 $895,000
Lincoln to Tai Tapu improvements 2019/20 $102,000
Rolleston to Templeton 2020/21 $418,000
Darfield to Kirwee 2022/23 $1,094,000
Jones Rd 2023/24 $840,000
Templeton to Prebbleton 2024/25 $588,000
West Melton to Rolleston 2026/27 $908,000
Springston to Rolleston 2027/28 $622,000
How will this be funded?
The cost of this proposed programme is $5.5 million. The projects will be funded by borrowing with the interest and repayments funded by NZTA subsidy, the General Rate and development contributions. The impact on the rates payable by a $600,000 property is around $4 per year once the work is complete.
