Consultation has concluded

The Council is consulting on proposed changes to the Waste Management and Minimisation Bylaw 2012.

It’s the Council’s role to manage waste and to help protect the natural environment. The bylaw forms an integral part of the management of waste in the district and is referred to in a number of documents as well as referenced on kerbside and public litter bin labels.

The key changes proposed in this review relate to kerbside collections times, waste management plans for commercial or industrial resource and building consents as well as events.

This draft Waste Management and Minimisation Bylaw 2019 will, upon adoption, replace the Waste Management and Minimisation Bylaw 2012.

Submissions close at 5pm on Friday 13 September, 2019.

Key proposed changes in the draft Bylaw include:

Collection start times

Currently kerbside collection vehicles start their collection run at 7am on SH1 and 7.30am everywhere else in Selwyn.

The Council is proposing to change the start time to 6.30am district-wide.

Benefits of an earlier start time include:

  • would help to accommodate district growth
  • relieve end-of-day waste volumes at the Council’s Resource Recovery Park
  • reduce congestion pressures on the roads, allow more flexibility to avoid schools during drop off/pick up times
  • improve the utilisation of the collection vehicles
  • bring the district’s starting times more into line with other districts.

Drawbacks of an earlier start time:

  • those residents on the start of the run who place their bins out in the morning (instead of the night before), would have to place their bins out earlier, or the evening before.

We understand that most Selwyn residents place their bins out the night before collection day. However, in some areas subject to high winds, this can sometimes be an issue. Any residents concerned by the wind blowing bins over if they leave them out overnight can request free bin lid clips. Bin lid clips help to secure the lid should the bin fall over but still allow the waste to be collected by contractors.

Resource and Building Consents

The Council is proposing to (at its discretion) require individuals or organisations lodging resource and/or building consents for commercial, industrial or retail developments, to submit a waste management plan for managing waste streams onsite during construction, and also a waste management plan demonstrating how waste will be managed once the building is complete (i.e. operational). The complexity of the waste plan detail would reflect the type, size and complexity of the building or its intended use.

The rationale for this clause is for it to eventually take the place of Rule 21 in the District Plan (as a result of the District Plan review). Rule 21 relates to any activity with waste volumes over 3m3 per week being a ‘restricted discretionary activity’. This is seen to be overly restrictive. By adding a clause in the waste bylaw, only those developments with a type, size or complexity that might require forethought and planning about the management of waste would be contacted for a waste plan.

Management of waste at events

The Council is proposing that organisers of events sponsored by the Council or taking place on Council owned, administered or controlled land or roads shall consider the waste implications of the event. This may include the requirement of the event organiser to prepare a Waste Management and Minimisation Plan for the event, with a view to separating waste streams for recycling or recovery.

We are consulting directly with the industry on these changes.
