Consultation on medium density housing in Selwyn

On 20 August 2022 the Council notified a variation to the Proposed District Plan. To enable the variation process to be completed, including the new hearings, there will be a delay on when the Proposed Plan becomes operative.

The submissions on the Proposed District Plan will continue to be heard separately to submissions on the variation, which follows an intensification streamlined planning process.

However, as the Proposed District Plan hearings are almost complete, the Council has decided to align the decision making process with Variation 1 and release decisions on both processes together, prior to 20 August 2023. This means we expect the Proposed Plan to become operative soon after that.

Important note for submitters

If your submission on the notified Proposed District Plan was in relation to the General Residential Zone (GRZ) in Lincoln, Rolleston and Prebbleton, and you want your views to be considered, you were required to lodge a submission on the variation to the Proposed District Plan in relation to the new Medium Density Residential Zone (MRZ).



About hearings on Proposed District Plan

We have identified 30 separate hearing topics, and hearings for each of these topics have been underway since August 2021. The hearings are held at the Selwyn Health Hub in Rolleston, opposite the Council offices. All hearings are open to the public and livestreamed on Council’s YouTube channel.

All submissions available online

Council has also made available online all further submissions it received on the Proposed District Plan. So now all submissions received (original and further submissions) can be found on the Council’s online database Summit Up.




During the consultation on the notified Proposed District Plan between 5 October and 11 December 2020 we received 470 submissions, covering around 7,700 individual submission points. Of these, 62% of submission points were fully or partially supportive of the Proposed District Plan.

    Your proposed district plan website says submissions close on Friday 11 December, however the public notice (PDF) on the same website says submissions close on 4th December. Please can you confirm which is correct?

    The correct date for when submissions on the Proposed District Plan close is 5pm Friday 11 December. We have extended the submission period by one week. For more information see this Q&A.
