Selwyn speed limits consultation
The consultation period closed on Friday 8 October.
The Council is considering reducing speed limit on a total of 27 local roads or sections of a local road across the district. We’d like to hear your thoughts on the changes to these local roads managed by the Council.
Also at the same time we are seeking your views on possible changes to general speed limits for rural unsealed roads, urban roads and roads close to schools in Selwyn.
Please note that none of the planned changes are on state highways which are managed by Waka Kotahi NZ Transport Agency.

There are 27 local roads with proposed speed limit changes. For some roads, the speed limit change is for specific sections only.
You can view the speed limit changes to 27 local roads on Council’s online interactive map or read the list of affected roads.
Why the 27 local roads?
The 27 local roads have been identified because they have:
- been subject to further subdivision development. Where this has happened, the current designated urban traffic area needs to be extended to include the area of new development
- been proposed as part of the Waka Kotahi‘s Road to Zero safety strategy
- been requested by residents/road users and considered appropriate in accordance with the Waka Kotahi's Speed Management Guide
- had the speed limit signs in place or changed already but now the speed limit has to be formally adopted.
When will speed limits change?
Speed limit changes on these roads will be in force and new signs installed by December 2021.
My road isn’t included, but I would like its speed limit reviewed.
The Council is consulting on the proposed changes on these 27 local roads only at this stage rather than seeking additional changes.
Under the new national regulations (Setting of Speed Limits Rule), we will need to produce a speed management plan for the district. We plan to engage with the community when we start developing the plan and you will be able to make submissions on any speed limits at this time. We expect to start this process in early 2022.

New national regulations on how speed limits can be set and a new national register of speed limits are expected to come into force at the end of the year. These will replace our Selwyn District Council Speed Limits Bylaw and Speed Limits Register.
Under the new national regulations, we will need to produce a speed management plan for our district. To help inform the plan, we would like to hear your initial views on the following four possible future speed limit changes:
- Reduce the speed limits on local urban roads to 40km/hr
- Reduce the speed limits on local unsealed rural roads to 80km/hr
- A new permanent speed limit of 30km/hr outside urban schools
- A new permanent speed limit of 60km/hr outside rural schools.
